JOB DESCRIPTION
BASIC PURPOSE: This is a highly responsible management and supervisory position directing the financial management activities and maintaining the fiscal integrity of financial statements. The individual in this position prepares and revises operating budgets, establishes a fiscal calendar for compliance and reporting purposes, maintains the general ledger, arranges and coordinates the annual audit, oversees the financial and administrative management responsibilities relating to the allocation of funds to contracting vendor agencies and supervises Coalition accounting and information technology staff.
POSITION RESPONSIBILITIES:
• Responsible for general ledger and related cash receipts, banking and other account reconciliation operations.
• Financial management responsibilities related to the disbursement of funds to vendors and subcontractors.
• Develops and maintains internal reporting system.
• Establishes and manages contractual arrangements with service providers, including acceptance, review and approval of invoices for payment.
• Ensures accurate maintenance and monitoring of financial records.
• Ability and experience to enhance and streamline the purchasing and accounts payable processes from PeopleSoft to Concur.
• Establishes and maintains a fiscal calendar for compliance and reporting purposes.
• Actively communicates current and projected fiscal status to the Managing Director.
• Interprets and complies with the policies and regulations of various funding sources.
• Drafts annual budget, budget amendments, and final budget for submission to the Managing Director for approval.
• Performs related duties as assigned.
• Determines workload distribution for accounting department, including assignment of special projects. Reviews and evaluates performance, providing proper direction and supervision as needed.
• Adapts procedures and methods as needed to appropriately supervise somewhat complex work of others.
EDUCATION:
• Bachelor’s or Advanced Degree in Accounting, Finance or related field from a regionally accredited university.
• CPA strongly preferred.
SKILLS / REQUIREMENTS:
• Management experience
• Basic knowledge of information technology systems.
• Knowledge of office practices, procedures and equipment.
• Ability to work independently.
• Ability to multi-task.
KNOWLEDGE, EXPERIENCE, SKILLS, ABILITIES:
• Seven (7) years or more progressively responsible professional experience in accounting, including all areas of fiscal management.
• Previous work with coordination, management, and automated financial systems necessary.
• PeopleSoft and Concur software knowledge a must
• Computer knowledge and ability to communicate effectively, both orally and in writing.
• Public Accounting experience preferred, but comparable work experience will be considered.
• Ability to work with persons of various socio-economic, ethnic, and educational backgrounds.
• Ability to work well as a team member.
